1.13 Structure of the applicant organisation

The oldest reference to the town of Šternberk comes from 1296. In the second half of the 14th century, Šternberk obtained the privileges of a fortified town from Albert from Šternberk, the archbishop of Magdeburg. In 1409 Šternberk acquired the town privilege, which led to judicial and administrative autonomy. Šternberk is known for its rich history (Šternberk castle, Augustinian monastery from 18th century, Church of the Annuciation of Virgin Mary and many others), car races called "ECCE HOMO" (the race track was used as early in 1905 as the track for speed testing in the competition of reliability Vienna - Wroclaw) which attracts annually tourists from the whole Czech republic as well as from abroad.

The city Šternberk as an economical subject exists from 1980, and besides administrating the own city, it executes the state administration for 19 surrounding villages. There are 14 198 inhabitants living in Šternberk.

The structure of the city administration is as follows:

1.14 Organisation's usual sources of finance

One part of the Šternberk budget comes from public resources as a subsidy from the state budget of the Czech republic - covering approximately 15% of the city's yearly budget. Further the incomes to the city's budget are made up from tax incomes of all kinds, own activities income, other then claimed subsidies (acquired on the basis of applications such as PHARE, State environmental fund etc.) and transfers from the economic activity of the city. The city's total income has been increasing over the past years and it should continue to do so furthermore.

Šternberk realises the importance of acquiring alternative sources of finance and therefore since 2000 it has applied for many subsidies and grants, mainly in the field of infrastructure, renovation of the monastery and its wall paintings, reconstruction of the building for future Exposition of time etc.

1.15 Experience in the sector to which this application relates

The city Šternberk can demonstrate its experience in various activities and projects in the cultural sector. Apart from the traditional cultural events realized every year (Šternberk´s cultural summer, European heritage days, Craftsmen fair) and annual participation at foreign tourist trades, Šternberk´s two most important cultural projects are:

  • Extensive reconstruction of former augustinian monastery.
  • Complete reconstruction of the "House of enlightenment" and proposal of the design and its future utilization as the "Exposition of time" space.
The House of enlightenment is situated on one of the main Šternberk´s avenues and belongs to the oldest city houses. The house is registered in the list of cultural heritage of the Czech republic (reg.no. 9-25). Since 2000 Šternberk initiated a project of creating a content and utilization for this huge space.

The project concerned the revival of exhibits from the former Museum of time, which used to exist in Štenberk since 1965. These exhibits were removed in 2000 into Museum of Geography Olomouc, but because of many protests and disagreements with this transfer (see Annex 5 Demonstration), the city decided that the House of enlightenment will be gradually restored for the purposes of new, modern, barrier-free and interactive space for the Exposition of time. The reconstruction started in 2002 owing to the financial contribution of € 97 000 from the Ministry of Culture, Czech republic and it should be completed at the turn of 2005/2006.

As Šternberk´s aim is to prepare really unique Exposition of time as an added value of the city, its representatives initiated already 3 years ago co-operation with many professional, art and science institutions who created the members of the present project "Exposition of time" proposed in this Culture 2000 call.

II.1 Title of the project: EXPOSITION OF TIME

II.2 Description of the project

Planned project activities

A long-term project objective (to be realized in 2005-2006) is to open access to the unique collection of the European horology (mostly from the collection fund of the Muzeum of Geography, Olomouc) that will be displayed in the recently reconstructed space of the "Exposition of Time" (ET) in Štenberk. In order to fill this 3 storey space with a quality Exposition, verified and enriched by the European experience, a part of it will be opened for broad public in the partner European cities within the project "Exposition of Time" in the form of a touring exhibition.

To enable the touring part of the ET for setting into a complex framework, one project part will be also an extensive preparation of virtual animation of the final space design of the building for the ET, including the choice and placement of particular exhibits as well as art, interactive and informative elements.

Besides the preparation of the ET, there will be held one of the most important project activities - workshop called "Museopedagogy In Time". It will concern the methods of museopedagogy solving the questions of active utilization of museum work in the education process. The target is to contribute to the improvement of the exhibition and museum life in the participating countries.

Seminars, workshops and other thematic events for both the youth and the broad public will supplement the touring exhibition. These seminars will always comply with local conditions of a partner country. Each of them will choose coorporating organizations and lecturers for such seminars within its part of the exhibition. The seminars will open the TIME topics and arouse a discussion over the "supra-time" life questions. One of the associated activities of the touring exhibition will be an installation of a unique musical composition Longplayer (perfoming until 2999 as the Millenium Musical Composition) evoking the topics of time, rush and eternity.

An informative visit to the London museums is intended for the project team members and specialists selected from the cooperating partners, as well as the meeting with their representatives for the purposes of acquiring inspiration for the preparation of the touring exhibition, establishing contacts with the British museum specialists and gaining practical experience for future exhibiting events. Other essential project activities will concern: design and update of the project web site, screen documentary of the project proceedings, preparation, print and distiribution of advertising materials supporting the publicity of the project, gradual and final evaluation.

Objectives of the project and the way of reaching them

Long-term project targets:
  • Revilatization of the almost perished name of the town - ŠTERNBERK - THE CITY OF CLOCK.
  • Recovery of the unique European collection of clocks presently placed in the depository of the Museum of Geography in Olomouc (not fully accessible to public), through the touring (and afterwards stable) Exposition of Time. This collection contains products from the clock manufactures throughout Europe. The subject of time, its measuring and the development of mechanical time measurement has always been evolving in the European context.
  • By means of quality, reviewed and enriched touring exhibition with the theme of European horology to fill the newly recontructed space of the ET in Sternberk, in which the unique Exposition will be placed after the 35 years of the building's operating, followed by a current 4-year break.
Short-term project targets
  • Accessibility of the European cultural heritage through new technologies (virtual animation of the overall space of the ET).
  • Increased quality of the upcoming exposition based on the cooperation with European specialists so as to include into the exhibition the most modern elements of interactivity to create an efficient relationship with the target group of the exhibition: children and the youth.
  • Initiation of a cultural dialog and search for new forms of education through modern methods and experiences of museumpedagogy that will be the key topic of the Workshop in the partner town of Lorsch and following project activities.
  • Explicating (together with the Czech and foreign specialists) the question of "TIME" and its importance for all age groups.
  • Revitalization of the life in museums and exhibition spaces of all partner cities through the touring part of the ET containing modern findings from museopedagogy and active work with visitors.

Long-term expected results of the project

Open access of the rich European cultural heritage in the form of quality, modern and inovative Exposition with an active attitude towards public, especially children and the youth. The theme of the Exposition concerns several subjects of education (geography, history, physics) and will be presented as an illustrative part for the definition of a particular curriculum, prompting creativity of children (museopedagogy elements).

Cooperation of co-organizers on the realisation of the project

Co-organizers of the project are the partner cities of the applicant, the town of Kungsbacka, Sweden, and Lorsch, Gemany.

Kungsbacka: preparation of the exhibition, an active participation on the Workshop in Lorsch, an organization of the exhibition in the cultural centre of Kungsbacka including several associated activities (a workshop with children, cooperation with a Space observatory, work on an amateur film, etc.). This will be the place of the first evaluation of the project (public response, comments and others). Further, it will actively participate on the promotion of the project.

Lorsch: an organization of the preparatory meeting of the Workshop lecturers; afterwards the organizer of the overall Workshop with the topic of museopedagogy. Additionally, it will share the preparation of the touring exhibition and response for its realisation in the Museum of Lorsch, including a coordination of associated activities of the exhibition focusing on broad public.

Added value of the cooperation on the European level

Meeting the target of introducing the rich European cultural heritage by means of interactive, modern and entertaining/educational form to broad public (with the focus on children and the youth) can be achieved explicitly by cooperating with specialists on the European level. The methods of musopedagogy are not recently widely spread in the Czech Republic, and neither is sufficient the preparation of future specialists in this area. The information on the posibilities of utilization of these methods is also inefficient. Within the 1-year project, through the exchange of experience ranging throughout Europe, the target of enrichment of the museum and exhibition life of all participating organizations and institutions will be met.

The travelling part of the Exposition of Time containing the common European inheritage will offer a chance to be seen by a great number of visitors of various cultural backgrounds (Southern Sweden, Northern Czech Republic, Southern Germany). Also partners from Great Britain and Austria will be cooperating on the project.

The project will keep its permanent continuity in the Exposition of Time in Sternberk, where also museopedagogy projects with children will be accomplished in cooperation with the project partners.

The target groups benefiting from the project

  • Visitors of the exhibitions, associated seminars and practical workshops - children, the youth, students, families with children, tourists, broad public.
  • Participants of the specialized workshop, seminars, a tour of London museums - specialists from the partner institutions and organizations from the branches such as museum work, exhibition work, museology, pedagogy.

Detailed description of the project activities

Animation of the virtual space of the Exposition of Time, November 2004 - May 2005

At the turning point of the year 200/2006, the reconstruction of the 3-storey classicist building (the future space of a stable Exposition of Time) in the Šternberk center will be completed. The building with the exhibition area of 1,572m2 will be ceremonially opened with the Exposition of Time. The architectonical study of the space design throughout the house for the purposes of the Exposition of Time initiation has been at disposal since 2001.

The exposition will be dealing with time, beginning at the ages when the Sun was worshipped not only as a source of light but when it became a beautiful natural time measuring instrument. Over millenniums people used to rely on the natural phenomena for the time measurement before they gradually developed various calendar systems, and additionally time measuring instruments, helping establish the fact that time started to have its precisely measured value. The Exposition of Time, thanks to its rich collections, will demonstrate the so ever fascinating development of chronometry, from the wheel, tower and portable clocks and watches up to professional ones, time measuring instruments for navigation purposes, demonstrations of the European horology up to the early times of the usage of electric power in chronometry, not forgetting the principles of nuclear clock - such great the range of the Exposition will be. The Exposition of Time wants to become a place sought by families with children and the young. It intends to draw a visitor into the game by a number of interactive exhibits and visual shows and decorations. Even for the youngest ones it will offer a chance to test their skills and fantasy in the form of games and entertaining exhibits.

To make this space available for filling up with a quality and reviewed exposition, a preparation of virtual animation of this space will supplement the Exposition of Time project. The main scenarists of the specialized part of the exposition together with their art advisors, through new technologies, will create 3D animation of the overall museum space, including the choice and placement of individual exhibits, design of supplementary museopedagogical, art and interactive elements.

This visualisation of the upcoming Exposition of Time utilizing the most modern technologies will therefore become a pioneer project in the sphere of the Czech museology and exhibition events. Subsequently it will be placed on the web site of the project as a supportive mean for the visitors of the museum to whom such visualization can offer much more clearer idea about the image and atmosphere of the whole exposition.

The touring part of the Exposition of Time with the topic "European horology", January 2005 - October 2005

The collection, which will be the subject of the Exposition of Time, consists mainly of the works by leading clock manufactures throughout Europe. This earlier greatly honored and valued craft has been gradually disappearing in Europe. For ages Šternberk used to be known for its tradition of the mechanical chronometer production that was, however, stopped in 2000 due to automation and digitalisation of this branch.

Within the touring exhibition we aim to point out this perishing, nevertheless at previous times significant European craft and its influence on several social/scientific branches (physics, astronomy, history, philosophy, biology, geography, and others). During this touring exhibition there will be shown examples of clocks whose design is characteristic of the horology production of different countries and regions of Europe (Schwarzwald, Southern Germany, Holland, England, some parts of France and Switzerland). Parts of the touring exhibition will become also themes for consideration ("The fluency of time for present generations and the generations 1,000 years ago."; "Is time a straight line, circle or a spiral?"; "The change of nature in the course of time."; "The cult of the Sun and its influence on the time measuring in various geographical spheres of the world."; etc.).

The unique European horology works are museum subjects of many European Museums of Clocks with which the cooperation on the preparation of the touring exhibition of the European horology (Uhrenmuseum Vienna, Furtwangen Germany) will be held as the demonstration of the size and complexity of this traditional branch.

  • To introduce the traditional European craft perishing in the present times to the broad general public
  • To open the topic of time and its perception by all generations
  • To prepare space design of the exposition in individual places (selection of exhibits, panels), overall art design of the exposition, informative materials with individual graphical design with the stress on comprehensibility and visuality for children and the young, and also the informative value for the broad general public

Workshop "Museum Pedagogy In Time", January 2005

The museum pedagogy branch started to develop ungainly at the early 20th century and its boom broke out in the last decades, especially in Germany and Austria. It evolved mainly from the finding that a laic (a visitor of an exhibition) understands the topic of an exhibition and exposition only partially or not at all, and therefore it is important to present it in such a way to make it comprehensible for everyone. Relatively new methods such as architectonic and art design of an exhibition space, special display cases, clear and informatively sufficient texts and descriptions should help to reach this requirement. Not only completed findings are being presented to visitors but they themselves need to seek and gain them, they themselves must uncover a principle of a certain phenomenon based on an experiment; visitors are allowed to play here. People can remember much easier the things on whose discovery they participate, where they learn more by means of senses and where a game is included into this process.

For these and many other reasons there has arisen the need of meetings and exchange of experience with specialists who have been successfully unreeling museum pedagogy already long time. The workshop "Museum pedagogy In Time" will be based on this principle.

Because of the importance of a quality workshop contents, a 2-day preparatory meeting for the future lecturers of the workshop and the workshop organizers will take place in Lorsch already in November 2004. The chief of this preparatory meeting will be Mr Robin Clutterbuck (having a long-term experience with such activities) who will prepare the following together with other lecturers: a detailed workshop program, time schedule of individual reports, the way of selection of the workshop participants (restricted capacity), technical and material requirements. The workshop itself will be held in January 2005, it means with a sufficient time advance before the touring exhibition so as to enable integration of findings and experience from the workshop into the preparation phase of the exhibition.

Lecturers of this Workshop will be people with practical experience (from museums and other cultural institutions), further specialists in the theoretic regard (didacticionists, psychologists, museologists) and specialized consultants in PR for cultural institutions.

Invited participants will be representatives of cultural institutions in the field of exhibition activities from all partner towns, academics from the branch of pedagogy, museology, history and other social sciences.

Target:

  • To open a wide and specialized discussion on the topic of utilization of museum pedagogical methods for the preparation of exhibitions and for cooperation with the educational system
  • To pass practical experiences over on other workshop participants. (The attribution of museum to the educational process is often being omitted although it increases the visuality of teaching, connects theory and practice, vitalizes and animates stereotype teaching, positively affects the creativity of children)

The purpose of this touring exhibition is not only to demonstrate the richness of the European cultural heritage but also to make use of the inspiring topic of time as a theme for discussion, seminars and also other various practical workshops for as broadest general public as possible. In so doing, in each country there will be formed a circle of people (specialists, applicants, academics, scientists, philosophers) who, in the frame of the thematic touring exhibition on time, will organize a number of various events with the stress on comprehensibility, noticeability and informative value for the general public.

Within the project we have already planned, for example, the following activities in Sweden: debate in the Space Observatory near the town of Kungsbacka concerning light years (designated for children and the young); worskhop for children with a trained horologist from Kungsbacka covering the topic of sundial and other different ways of time measurement, time management, various time periods; a discussion on the theme of "Who is old and who is young?", "Time and its power and authority.", "Is time a straight line or a circle?"; furthermore it will be an exhibition of works of the local artists concerning various techniques focused on time and clocks; cooperation with the library in the Cultural Center regarding the topic of children's book about time.

A remarkableness conducting the whole exhibition is an audio performance of a unique music composition called Longplayer, which is conceived the longest playing musical work in history (from 1999 to 2999). This musical composition mostly stimulates curiosity, spiritual and philosophical interest in the questions such as "time", "hurry" and "eternity". It is maintained by the Longplayer Trust, a registered charity of Great Britain. Eminent writers, philosophers, scientists, astrophysics and art consultants belong among the Longplayer trustees and they themselves will be the initiators and spokesmen at the discussions within the touring exhibition of the Exposition of Time.

Other associated activities will be smaller, practically oriented workshops for school juveniles taking place in each partner city during the touring exhibition. Within these workshops there will be applied and exploited the findings from the museum pedagogical seminar in Lorsch.

Anticipated results:

  • Open up the themes such as hurry, relaxation skills, value of time versus work and family, and others among people who are components of so called "consumer society" and who do not usually have enough time for such "interruptions and considerations"
  • An attractive exhibition full of conducting activities, offering to its visitors space for games, considerations, gain of new stimulating information and self-creativity

  • Selection of lecturers and spokespeople for the abovementioned activities
  • Organization of conducting events in the place of the touring exhibition (personnel, space and material means)
  • Promotion of these activities (schools, grammar schools, cultural institutions, the general public)

Promotion of the project, November 2004 - October 2005

The promotion of the project among the wide public will be carried out in the following way:
  • Project web site (created by a cooperating firm Meridian - Czech Republic under the specialized supervision of Mr Clutterbuck of Great Britain) made in such a way to contain possibly the most recent news about at that time happening events, to create a platform for the exchange of opinions on the level of experts in the topic of museum pedagogy, space for exploitation of the results from the individual events and exchange of information among the project partners. The web site will be the foundation for the presentation of the future stable Exposition of Time in Šternberk - which means that it will also be functioning after the project's termination.
  • Informative materials for the touring exhibition - the company Createam (see the company profile) who is responsible for their preparation is also the main idea leader of the preparation of the entire Exposition of Time. The promotional materials for the touring exhibition will be printed in 4 world language mutations (Czech, German, Swedish, English), including the catalogue for the exhibition, posters, leaflets and invitation cards.
  • Screen documentary about the project's proceedings - overall meetings of the project team, preparation of the virtual animation of the Exposition of Time; the preparation of the touring exhibition itself and the workshop "Museum Pedagogy in Time" monitored by a team of junior film makers who will create an approx. 1-hour documentary about the project. The document will be processed in the form of television broadcasting and will be exercised as another form of the entire project's promotion to the broad general public.
  • Own PR activities of the organizing countries - in each co-organizing country there is allocated one person responsible for promotion of the project in the local media (radio, newspaper, regional periodicals).
  • Advertisements in the European cultural press

Target:

  • To inform the European cultural public about this international cultural project of which they can be participants themselves
  • To prepare interesting and comprehensible promotional materials for all age groups
  • to inform the Czech culture subjects about this pilot project in the development sphere of museum pedagogy as an inspiration for organization of similar projects of cooperation

  • General public interested in culture: 30,000
  • The European cultural press, regional news coverage, journalists: 1,000

Anticipated results:

  • Great interest in visiting of the touring exhibition
  • Functioning, updated, modern web site with the latest elements of communication with public (3D animation of the Exposition of Time space)
  • Establishment of a strong information foundations for the functioning of the future stable Exposition of Time in Šternberk
  • Activation of the European public in terms of arousing their interest in the common European cultural heritage - horology

II.7 Project location(s):

  • The location of overwhelming activities will be in Šternberk, Czech republic, as it is applicant (main organiser) residency.
  • The next two locations will be obviously Lorsch (Gemany) and Kungsbacka (Sweden) as there will happen big number of activities (touring exhibition, accompanying activities, workshop etc.).
  • Further there will be an excursion to British museums, which will happen mainly in London.
  • Olomouc, Czech Republic, will also become one of the project locations.
  • Prague, Czech Republic, belongs to the next locations, because it is the registered office of Createam (the art expert of the Exposition of time) and National Museum of Science and Technology.
  • The next partner's workplace is Vienna, Austria, where some meetings concerning the preparation of the touring exhibition will take place.
